Self-employed license insurance agent since 1975. Volunteered my time working on healthcare insurance reform for 35 years. Served for 7 years as a field auditor, Pennsylvania Auditor General's Office in the 1970s and 1980s
What are the biggest challenges and opportunities facing Wyoming today? As a legislator, how would you address them?
Growth of government. Rising taxes and cost of living.
We asked WyoFile readers to rank issues that are important to them, and healthcare costs and access topped the list. What can the Legislature do to make healthcare more affordable and accessible to Wyomingites?
Encourage Congress to repeal the "Patient Protection and Affordable Care Act" and let Wyomingites buy the insurance they want and need. Promote Association Health Plans so that small business such as contractors, ranchers and farmers in the same industry can ban together and negotiate plans with insurance companies.
Do you support efforts to sell or transfer public land in Wyoming? How do you plan to ensure that state and federal land is managed in the best interest of the people of Wyoming?
Limit the sale of public lands. Increase the transfer of public lands from federal management to state management. We know best on managing our lands.
No two Wyoming counties are the same when it comes to how they generate revenue. As a legislator, how would you approach the public's desire for property tax relief with local revenue needs?
Reduce or eliminate residential property taxes; the most unfair tax as a home general does not produce income; just expenses. Backfill the reduction from state funds. Change the distribution percentage of sales tax on the first 4% to 50% state and 50% local. More rural counties that have limited commercial sales tax revenue should receive adjustments.
What role, if any, should the Wyoming Legislature play in economic development?
Government's role should be limited to infrastructure and not taxpayer paid subsidies to companies. Government should not be in the business of private business and should not compete with our local businesses.
Explain your values when it comes to campaign donations. Does Wyoming's system for monitoring campaign donations and expenditures need reform?
Yes. There should be an earlier filing before citizens vote so that they are better informed. I have pledged to only receive donations from Wyomingites and political action committees based in Wyoming. I have limited donations to $250 per person/$500 per married couple and $250 for Wyoming political action committees. This is a self-imposed pledge. But I would not support a government-imposed limit as the U.S. 1st amendment gives anyone the right to contribute what they want provided the candidate wants to accept it. The answer to money in politics is transparency.
