I am Catherine D. McQueen, a lifelong Democrat, longtime Casper resident, and former precinct committeewoman. After the loss of my husband, I raised three children in Wyoming while working hard to provide for my family and build a better future. Today, my children have successful careers, and I am proud that they learned the values of hard work, responsibility, and service to others.
I am running because I believe government should work for everyday people. Wyoming needs leaders who listen, who understand the challenges families face, and who are willing to work across differences to find practical solutions. My life experience, community involvement, and commitment to public service have prepared me to be a strong advocate for the people of House District 38.
What are the biggest challenges and opportunities facing Wyoming today? As a legislator, how would you address them?
Wyoming faces several significant challenges, including affordable housing, access to healthcare, workforce development, and ensuring our economy remains strong for future generations. Many families are feeling the impact of rising costs while communities work to attract and retain workers and young families.
As a legislator, I would focus on practical policies that help create jobs, expand housing opportunities, support small businesses, and invest in education and workforce training. I believe we must prepare Wyoming’s workforce for the jobs of tomorrow while supporting the industries that have long been the foundation of our economy. I will listen to constituents, work collaboratively with others, and support solutions that strengthen Wyoming families and communities for the long term.
We asked WyoFile readers to rank issues that are important to them, and healthcare costs and access topped the list. What can the Legislature do to make healthcare more affordable and accessible to Wyomingites?
Healthcare is a concern for families across Wyoming, particularly in rural communities where access to providers can be limited. The Legislature should work to strengthen rural healthcare systems, support efforts to recruit and retain doctors, nurses, and other healthcare professionals, and expand access to telehealth services where appropriate.
We should also look for ways to reduce unnecessary costs, increase transparency, and encourage competition that helps patients receive quality care at a reasonable price. Preventive care and early intervention can improve health outcomes while reducing long-term expenses.
Every Wyoming resident deserves access to affordable, quality healthcare regardless of where they live. I will support policies that help families, seniors, veterans, and rural communities access the care they need without placing additional financial burdens on them.
Do you support efforts to sell or transfer public land in Wyoming? How do you plan to ensure that state and federal land is managed in the best interest of the people of Wyoming?
Wyoming’s public lands are an important part of our heritage, economy, and way of life. They support recreation, agriculture, energy development, wildlife, and tourism. Any decisions regarding public lands should be made carefully, transparently, and with significant public input.
I believe land management should balance conservation, responsible development, public access, and the needs of local communities. Wyoming residents should have a strong voice in decisions that affect the lands they use and depend upon.
As a legislator, I would support collaborative approaches that bring together local governments, land users, conservation interests, and industry stakeholders to ensure our public lands continue to benefit current and future generations of Wyomingites.
No two Wyoming counties are the same when it comes to how they generate revenue. As a legislator, how would you approach the public's desire for property tax relief with local revenue needs?
Property taxes are a significant concern for many homeowners, especially seniors and families living on fixed or limited incomes. At the same time, counties rely on property tax revenue to fund essential services such as public safety, roads, and local government operations.
I believe we should pursue responsible property tax relief while ensuring communities have the resources necessary to provide important services. Any reforms should recognize the unique circumstances of different counties and avoid creating unintended financial hardships for local governments.
The goal should be a balanced approach that protects taxpayers while maintaining the services that residents depend on every day. I would work with local officials and constituents to identify solutions that are fair, sustainable, and responsive to local needs.
What role, if any, should the Wyoming Legislature play in economic development?
The Legislature plays an important role in creating conditions that allow businesses and workers to succeed. Government cannot create prosperity on its own, but it can help provide the foundation for economic growth through infrastructure, education, workforce development, and a stable business environment.
Wyoming should continue supporting entrepreneurship, small businesses, agriculture, energy production, and emerging industries that can help diversify our economy. We should also focus on retaining young people by expanding opportunities for good-paying careers within the state.
I support policies that encourage investment, innovation, and job creation while ensuring economic growth benefits communities throughout Wyoming. A strong economy provides greater opportunity for families and strengthens the future of our state.
Explain your values when it comes to campaign donations. Does Wyoming's system for monitoring campaign donations and expenditures need reform?
Campaign contributions should be transparent, lawful, and disclosed in a timely manner so voters can make informed decisions. The public deserves confidence that elected officials are accountable to the people they represent.
My approach is simple: I will be transparent about campaign contributions and follow all reporting requirements. I believe voters should be able to easily access information about who is supporting candidates and how campaign funds are being spent.
Wyoming should continue evaluating its campaign finance reporting systems to ensure they remain transparent, understandable, and accessible to the public. Public trust is strengthened when citizens can clearly see how campaigns are funded and when elected officials are committed to openness and accountability.
